This report highlights work led by Results for Development and supported by the World Bank between August 2016 and June 2017 that has sought to overcome a major gap in understanding the value of open government programs globally.

Questions about the continuity of our key institutions have arisen at pivotal moments throughout our nation's history. Watershed events such as the Cold War, the death of President Franklin D. Roosevelt, and the assassination of President John F. Kennedy brought continuity-of-government issues into sharp public relief. Ultimately, these events led to significant reforms, including the 25th Amendment and a new Presidential Succession Act.A decade after the fall of the Soviet Union, the 9/11 attacks forced continuity issues back into the public consciousness. One result was the creation of the first Continuity of Government Commission, the predecessor to the current commission. More than two decades after 9/11, we still have to ask ourselves, Do we have the legal and constitutional framework in place to ensure that our key institutions of government could recover from a catastrophic event?America has in place legal and constitutional provisions that address presidential succession. These provisions serve us well in the straightforward case of a president's death while in office. However, the current system does not adequately address less straightforward scenarios, such as a mass attack on multiple people in the line of succession, the simultaneous incapacity of the president and vice president, and unique succession issues that could arise between Election Day and Inauguration Day.In this report, the Continuity of Government Commission recommends several changes to the Presidential Succession Act that address these vulnerabilities. These recommendations would not require constitutional amendments; they are achievable through simple legislative changes.

Milwaukee County government faces immediate and substantial fiscal and programmatic challenges. The county's structural deficit -- defined as the gap between expenditure needs and anticipated revenues -- is projected to grow from $48 million in 2011 to more than $106 million by 2014, despite several successive years of significant expenditure and staff reductions and anticipation of significant wage and benefit concessions in 2010. This projection is the clearest indication yet that the county's finances are crumbling and that valued services in areas like parks, transit, mental health and public safety face severe degradation without prompt and concerted action. This action could take any of several forms, including the complete elimination of Milwaukee County government. This report, commissioned by the Greater Milwaukee Committee, provides detailed analysis and perspective on the complex issues surrounding that option, as well as other potential structural changes.

Government reformers and advocates believe that two contemporary phenomena hold the potential to change how people engage with governments at all levels. The first is data. There is more of it than ever before and there are more effective tools for sharing it. This creates new service-delivery possibilities for government through use of data that government agencies themselves collect and generate. The second is public desire to make government more responsive, transparent and effective in serving citizens -- an impulse driven by tight budgets and declining citizens' trust in government.The upshot has been the appearance of a variety of "open data" and "open government" initiatives throughout the United States that try to use data as a lever to improve government performance and encourage warmer citizens' attitudes toward government.This report is based on the first national survey that seeks to benchmark public sentiment about the government initiatives that use data to cultivate the public square. The survey, conducted by Pew Research Center in association with the John S. and James L.
