When Siegfried Kracauer arrived in the United States in May 1941 aboard the Nyassa, he was one of countless German émigrés to have narrowly escaped the Nazi conquest of Europe. By the time of his death a quarter century later, Kracauer had found his footing in the American scene, having published significant contributions to the emerging discipline of film studies (From Caligari to Hitler, 1947; Theory of Film, 1960). He had been hard at work on a monograph about the craft of the historian, which would be published posthumously as History: The Last Things Before the Last (1969). How did this exile gain his bearings upon disembarking in New York Harbor? What were the waystations? Who provided the helping hands? Where did Kracauer turn?
Political Instability, Modernization, and the Institutionalization of Brazilian Political Science in the 1960sJune 21, 2021
As of the late 1960s, Brazilian political science underwent a process of academic modernization. The field was institutionalized as an autonomous academic discipline and it experienced a theoretical-methodological turn towards scientificity, objectivity, and empirically-oriented methods. In terms of thematic agenda, the discipline envisioned an applied orientation, able to engage in non-academic public debate. Institutionally, political science met a wave of professionalization and academic institutionalization in which several research institutes and graduate programs were created with significant financial support from Ford Foundation's philanthropic funding. In this context, one of the most prominent institutions was Iuperj (Instituto Universitário de Pesquisas do Estado do Rio de Janeiro), in Rio de Janeiro. Founded by the Brazilian intellectual Candido Mendes de Almeida, the center received Ford Foundation support from 1967 through 1989. This report intends to use the case of Iuperj to show how Ford Foundation policy on social science development in Latin America was articulated on three different, interconnected levels — at the highest ranks of the Ford Foundation's New York headquarters; regionally, at the Office of Latin American and the Caribbean (OLAC) and its Social Science Program; lastly, at the local level, in the grant agreement between the Ford Foundation and the Iuperj.
My research project analyzes the Latin American Program of the Woodrow Wilson International Center for Scholars, from 1977 (when it was established) to 1983. The Center is important for Brazilian and Latin American history especially because of the iconic discussions within the social sciences about the transition to democracy and the academic and political repercussions of that process. Financed by the Rockefeller and the Ford Foundations, the Latin American Program was established under the direction of Abraham Lowenthal, with the support of a very selective group of intellectuals, including Robert A. Dahl, Juan Linz, Adam Przeworski, Fernando Henrique Cardoso, Albert Otto Hirschman, Guillermo O'Donnell, Ricardo Ffrench-Davis, Leslie Manigot, Olga Pelecer de Brody, Thomas Skidmore, Karen Spalding, and Philippe C. Schmitter. The Latin American Program held three big conferences on the subject of transition and published them in four volumes in 1988, under the title Transitions from Authoritarian Rule: Prospects for Democracy, edited by Guillermo O'Donnell, Philippe C. Schmitter, and Laurence Whitehead. Albeit the importance of the "Transition Project," not much is known about the organization of the conferences and the involvement of different scholars, students, and government staff at the debates, reports, and meetings held at the Woodrow Wilson International Center for Scholars, already one of the most important think tank organizations in the USA. In this project, I propose to explore the complexity of those debates, the agenda, and efforts to move from dictatorships to democratic governments.
Historians and other scholars have recognized the centrality of visuality and images to the modernization theory that drove US policy in the Global South during the Cold War. However, these scholars have so far failed to take into account the process of creating and consuming images and how that process shaped popular and expert ideas of what modernization would look like. Focusing primarily on efforts in Latin America, my book will trace the complex interplay between documentary filmmaking and international development institutions and agencies formed during and in the decades after World War II. This report traces the convergence of economic development and documentary film by examining some of the 1940s productions of Nelson Rockefeller's Office of the Coordinator of Inter-American Affairs (OCIAA), as well as some Rockefeller Foundation agricultural films of the early 1960s. In particular, it looks at a few films made by director Willard Van Dyke, who was trained in the New Deal documentary tradition and went on to make films for both the OCIAA and the Rockefeller Foundation.
The ascendance of a norm of non-violent protest or "civil resistance" against a government or occupying force may, at first, seem self-evident. As modern states have come to attain overwhelming military and policing powers over their populations, the idea of using violent means to oppose a regime seems ineffective, at best, and dangerous, at worst. Yet, the near total embrace of and insistence on non-violence should not be considered a foregone conclusion. They must be examined historically so as to understand how people across time and space have supported what was fundamentally a radical ideology of resistance to inequality, colonialism, and political repression.This project centers on the question of how non-violence became a norm for resistance and struggle. It focuses on the potential entanglement of two processes of transformation: the Black American freedom struggle and the regime changes in East Central Europe in 1989, that are inexorably linked to non-violence or peaceful transition. It considers how the "other" transatlantic relationship, between Black Americans and eastern Europeans during the Cold War, shaped opposition politics in East Central Europe. This project places a special emphasis on the intellectual roots, social organization, and tactical methods of non-violent political opposition and peace movements in Hungary from approximately 1947 to 1990. It will also pay special attention to how the socialist ideal of revolutionary action changed over time, as the needs of socialists states changed. These changes then required a reformulation of what type of behavior fit into the framework of communist and anti-communist revolutionary activity, but also a reformulation of masculinized heroism that butted heads with older tropes of the muscular industrial worker and the defiant freedom fighter.
